Business Solutions

CQM’s ultimate goal is to provide solutions for businesses, so they may make a better decision on their Quality Management needs without worrying about exerting pressure on their Core Business Objectives. Therefore, a process called “Business Need Assessment” based on principles of a Doctorate of Business Administration (DBA) Knowledge and acquired Skills has been developed for four steps:

Since CQM Implementation efforts will be identified as a temporary and unique endeavor, it is defined as a Project by Project Management Institute and will require Project Management Professionals (PMP) collaboration and effort based on PMBOK defined competencies and soft management skills to carry out an assessment of the organization and set the ground rules and protocols for the proper execution of the Change Management project in the following five steps:

Integrated Quality Management

Upon the Project Management Team’s effort alongside the Business Administrators requirement priorities, the Integrated Quality Management Team provide inputs for Construction Quality Management requirements based on CQM Methodology and skill requirements, to carry out the following steps:

Define Problems & Find Solutions

Here is where the “Magic” happens and all the input from other expertise are collected to define problems, research and develop best solutions, prepare proposals to the owner as an outsourcing service or advocate change in the organization by training and coaching staff as researchers and professors with Doctorate of Philosophy (Ph.D.) degrees would do it in Universities and research facilities.

Develop Systems and Tools

Once approved by the top management, the Automation PMIS system is selected and related processes are defined and developed based on Key Performance Indicators identified to generate Business Intelligence data collection automation needed to provide insight and generate reports on dashboards. Information and Communication Technology (ICT) team and BI developers will provide full support and continually improve the developed systems and tools alongside the PMP and CQM team.

CQM Business Implementation

The CQM Methodology would work best if it is aligned with Organization’s Business Strategies and implemented through a Project Management Office consisting of Project Management Professionals of different disciplines such as Construction, Engineering, Business, Information Technology and Risk Management to have a common language in dealing with the Change Management an organization needs to go through to implement the Integrated Construction Quality Management System.

To successfully implement a CQM Program, the CQM Implementation Team of the organization must be Trained and Coached to perform all of the Apply CQM Process activities on their own. Therefore, the CQM Implementation Team will be organized in a Project Management Office and will be trained to possess Technical, Managerial, and Interpersonal Skills needed to provide Project Outputs with improved Business Outcomes! The CQM Implementation Timeline is between 6 to 12 months depending on the size of the organization and the steps to implement a successful CQM Program are as follows:

I. Sponsor Initiation: Depending on the organization size, developing a Project Charter that matches the Business Case according to a well-developed Requirement Matrix will take about 3 to 5 weeks.

II. Stakeholders Interviews: The Project Team will use questionnaires and interview questions to collect all relevant Stakeholders’ User Stories to obtain Trust and Buy-in from the key players to identify Gaps and Weaknesses to improve as part of its proposed solution. This phase might take between 4 to 8 weeks depending on the Top Management commitment and cooperation.

III. The Proposal Stage: The CQM Implementation Expert Team will provide a Change Management Plan that would include Project Control Baselines for Sponsor’s consideration to review the Resource Assessments made and agree on Time and Budget for the CQM implementation process. This step will take less than 3 weeks to complete.

IV. Pilot Implementation: During this phase, the CQM Team will establish a Project Management Office to collect all processes and procedures for a unified controlled system and will propose the need for Infrastructure Development to automate the Apply CQM Process using the available Project Management Information System or proposed new system. This phase is the main stage of the CQM Implementation Process and will take 6 to 10 months to complete depending on the availability of CQM Assets needed to complete the work.

V. Improvement Phase: Upon completion of the Pilot Phase, user feedback will be used to improve the process and apply LEAN Principles and Value Engineering techniques to reduce waste, increase productivity, and improve the efficiency of the CQM Program. This process is embedded in the entire process as an Integrated Quality Improvement Process so this is just a Checkpoint Phase that would be applied as the work is in progress for a total of additional 2 weeks during the whole implementation process.

VI. Awareness Phase: Although many lunch+learns and Training sessions will be provided for the PMO Members as part of the Pilot Implementation phase, an organization-wide awareness phase is planned as a final phase to Train and Coach all related stakeholders, provide engagement opportunity and promote a Culture Change for Quality Excellence Mindset as part of the CQM Program Implementation.
