CQM POD Meeting or Plan of the Day, Tailgate, Huddle, or Scrum’s Daily Stand-up meetings are the most critical and essential CQM meetings of all coordination meetings.
As mentioned in the previous post about CQM Meetings Construction Projects are all about planning, coordination, and control. As recommended in the USACE CQM-C manual, there should be three phases of Quality planning and coordination meetings. CQM Methodology adds this last meeting as the final confirmation that all information is available and up-to-date for the workers that will be performing the work.
CQM POD Meetings
Tailgate meeting or Plan of the Day (Navy’s POD) is a great 15-minute scrum-type ceremony for the foremen/superintendent of different contractors & subcontractors to meet and achieve the following:
- Superintendent informs Subcontractors of changes on the site/Safety/Quality concerns
- Announcements and exchange information about visitors, deliveries, security issues
- Each foreman tell other teams what they accomplish the day before, will be doing today, and plan to do tomorrow according to the three/six-week lookahead Pull Plan
- Discuss coordination and quality control for last time before start of the activity
- Generate results on a one-page report that is published and distributed to all key stakeholders
Not all workers need to stand for our Tailgates and only foremen should stand next to each other in a huddle type gathering to collaborate, build trust, and develop teamwork.
Workers will need to stand with their own foremen and go through their own daily toolbox talks.
CQM POD Meeting Set up
The CQM POD meeting is held on the Jobsite as close to the work area as possible, but in a safe environment with minimum distractions visible to all workers. Workers can join if they wish to listen but have to stand close to their foreman and identify themselves to the rest of the POD huddle team.

- Meeting lead: Superintendent
- Facilitator: Project Engineer/Quality Manager
- Notetaker: Project Engineer
- * Consultant: Project Manager/Quality Manager
- * SME: Safety Manager/AEC Representatives
* Not required to attend on a daily basis
It is preferred to hold the CQM POD meeting as early as possible in the morning, but after foremen finish their own POD with their workers and get their teams started with the day’s task.
Large whiteboards with designated sections or a Google Form created by the Project Engineer could be used to collect information from foremen ahead of time to streamline report generation.
CQM POD Results
The CQM POD meeting is a ceremony to generate ideas, create teamwork, and promote a quality culture. The POD report is a tool for communication and coordination to inform all key stakeholders and it is kept organized for the project’s quality records.
The expected results from a CQM POD Meeting are as follows:
- Safety/Quality Reminders
- Involving and engaging foremen in planning
- Identify needs, blockage, and handover delays
- Share best practices, collective problem solving, and collaboration
- Recognize quality efforts and encourage good quality culture
- Document any potential problems and concerns for further investigation
- Communicate updates daily with all stakeholders
CQM POD report should not replace a foreman’s daily jobsite report, and it is not an observation report.
